I am not a kite enthusiast but living at the beach I see a lot of kite surfing. Last week I saw a fella' with a kite like you guys/gals use and he was
seated in some sort of contraption with a fan behind him propelling him forward, left, right, etc. This motor was NOT keeping the kite up, the wind
was. He was about 50 feet up off the ground, sustained. I haven't seen this before but I want one and don't know what it's called or where to find

sounds like what you are describing is powered paragliding.
If you are in Oregon/Washington there is a good school for paragliding that can get you started in that direction... www.discoverparagliding.com

sounds like a powered paraglider. same thing you jump off the mountain with but with a motor. there are also powered paragliders with 3 wheeled
