Pricing looks like like it's going to come in around $400-$500 USD for the full rig. Frame is available seperately... wondering how easily it might be

Are those solid tires on plastic rims? I've been collecting parts here. I'm going with 8" bicycle tires and old hockey skates.

the old(yellow) wheels are solid on plastic, new ones are Pneumatic 2.80/2.50-4 tires on metal rims
