What size kite should i use in my state with a average wind speed all around of 12.6

Average wind speed doesn't really help - need to know what the day to day speeds are.
If it were 12.6 mph all the time I would say -
7-10m fixed bridle
18m LEI
19m Arc
But if the wind is 5 mph most of the time and then pops up to 20mph, the list above will have to change dramatically. Nothing is really going to help
with a 5mph wind unless you want to invest in a flysurfer Silver Arrow 19m. And something to go with in 20 mph winds would look more like this line
up -
3-5m fixed bridle
7-9m LEI
10-16m Arc
The different kites represent different preferences and riding styles, you can take peoples word on what would work best but ultimately your the one
that's going to have to use it. Experience is everything, beg and barrow to get that experience.

What i want to know is a beach close to Egypt beach in scituate MA I mean the closest beach to it I can go and actually find kite boarders so I can

kite boarders won't have fixed bridaled kites. In 12, for a beginner I'd say 3-5. I wound't go over 5. But as stated, it's not just wind speed,
it's also variance, your weight, air temperature, all sorts of fun things If
you don't have anyone's experience to lean on then you'll have to experiement yourself, but I'd suggest starting small and going up, not starting big
and breaking something.

If I remember you have put in your time on a trainer ?
If not, GET ONE and fly the heck out of it. Till you can do it blind.
As folks have mentioned even with a constant # like 12.5mph there are a lot of variables. You already are clear that nothing beats local knowledge.
Look for something around 10 - 12m in a bow or SLE inflatable. Same in Flysurfer . Go 13 - 16m if you go with an arc.

thats not the point im wondering what a good size kite would before me if i a beginner and want to be able to do small kite jumps
