So I have a segment of a 5th line that I need to shorten by about 2-4ft. The line is about 8ft long with a loop on each end. I would like to keep the
loops on each end and I don't want to cut the line as I'm not sure how much I'm actually going to shorten it by.

Crazy Smart. You can adjust the Scope of your Neo 2 5th line that way to try and improve the taco effect and kill the kite better.
