Not in the demo bucket right now. The cheapest 3m I have is a 3.3m Buster Soulfly. Its a nice kite. Not a specific buggy kite though.
Other options on the lower end of the spectrum
Beamer IV 3m - still an all around kite
Viper 2.6m - lowest end specifically buggy kite.
