Do you mean a V anchor made using an ice screw?
They're pretty easy to make, as long as you have an ice screw and some utility chord. screw in 2 holes that connect in a triangle, and fish the cord
through.

An ice screw is hard to make. Hollow with biting teeth and a sharp helix outside.

I think you could make one easily enough,
But making one that's easy, efficient, and fast to place with one hand while you're kite is flopping around on a frozen lake and you're miles from
your launch, that's a whole 'nother story.

They have ice screws/anchors for glacier climbing that work great.
Grab an ice screw and a carabiner and you got the slickest thing for use on ice.

Black Diamond Express are probably the easiest placing screws on the market but they are not cheap!
the extra expence is worth it for climbing but any screw would probably work fine as an ice anchor for your kite. Make sure you wind it all the way in
or the tube can bend quite easily
