The bare-feet made me cringe but this is a pretty neat idea!

What the heck is that that he is using as a harness. Something just looks funky (way too think) about it.
FWIW: Lot of things strike me as sketchy about the vid....
Bare feet & strapless.... eeek (rolling your feet and skinning the top of your toes is painful and annoying during the healing process). Riding
on ashphalt with no helmet. Semi-active parking lot and riding in proximity of a motor vehicle in motion.

Very similar movements to a rip stick , you can see one leaned up against a curb. I'm with PHREE , might have to try one with a kite. (note to self :
throw rip stick in the van)
