I found one years back at a local boating supply store. Google "stanchion fairlead" and you'll find a couple like this one here: http://www.apsltd.com/c-7522-stanchion-fairleads-and-blocks....

if ya don't mind the ghetto look and want something purely functional, just lash on a stanless ring to the center of the bar. I used that effectively
for well over 5 years
