I weigh 190 lbs. Wind conditions range from 5mph to 15 usually. the average wind speed is between 7 and 12mph

12mph winds, 18m Phanny! That would be the ticket! Gentle Giant with great grunt when asked for! You may be able to get going ok with the 15m as well.
Could be a little small for 12mph winds but should get you going. Pokitetrash has his up for sale still, a little more than you were looking to spend
but still worth it. Great kites!
Other than that you should be looking into 12m or so in a open cell foil. There was a Ranger 12m for sale ready to fly for like 275 or something. I
used to own that particular kite and it was awesome. I did the power mod to it so that it would not have the tip tuck. Also tons of power, a little
slow turning, but don't be afraid to crank it, it will go!

I got a scorpion 16 K.O. that I bought off flyjump and haven't flown yet .... 7 to 15mph at your body weight would be a sweet spot for this .... $250

The Scorpion would do well in those winds if you're on hard packed sand, grass, etc.
The low end requires a bit of work but if winds are always above 7mph, you'll move nicely.
Also, on the low end, it is more of a "park-and-ride" wing. It becomes more of a beast above 10-12 and after getting experienced, you'll push it till
mid 20s easily (I'm 60Kg and use it from 6 to 25 mph without effort now).
The thing is, if you don't have experience with ARCs or anyone that can help you get started, the Scorp will REALLY test your patience (and
stubborness) to learn.
If you go that route, 2 things to keep in mind:
1st - If it doesn't fill up with the existing wind, better leave it be.
2nd - If you still want to fly it without enough wind, buy and use an Inflator to fill the Scorp fully. It will go up nice and easy without much
effort. If it's under inflated, it will bowtie.
