I would say that the guy worked for a kite shop, and this is what is left over from the clearance rack.
Would be hard to sell 1 foot strap for an ATB, along with the 2 handles of different makes.
Maybe the 1 legged, 1 arm kite boarder could get a good deal.

Mine's covered in sand... but I have to take out all the gear to see it though :D
