3m or 5m? Depends on how much wind you get in your area and how often. If you don't have big wind days that often then go for a bigger kite, otherwise you may be better off with a small 'un.

If you can afford it, go for the big one anyway, esp if you want to go jumpin'.

Harness? Well depends if you can hold on to the handles without it. If you want to go buggying then the general advice is not to wear a harness until you're competent.

I've got a PKD Buster 3.0m - good pull but would need a pretty windy day if you're 230lbs and wanted to jump. The 5.5m would be best.

There's loads of different kites out there - until you know better just go for one that you like the look of.
