what do I get for the 200 and what do i get for the 250? for the 200 do i need to get lines and a bar? or can i just get a bar?

For 200 you get a sweet kite. For 250 I will include lines and handles.
We might need someone here on the forum with experience to advise you whether you are likely to be pleased with the performance of this kite on a bar.

I would stick with the handles it will have faster turning ability and better control. Bars are nice for log beach runs but that is about it. With
handles you can actually fly it in lighter winds and still get power from it. With a bar you have no brake input at all.

I would love to sell you the kite, but it isn't one I would choose for the activities you are interested in: skiing and snowboarding.

doesnt sound like a bad fit to me. The buyer only has experience on a trainer. This would be the next good choice in my opinion. Unless the buyer has
a much bigger budget for a depower AND is going to take lessons to get that de-power.
Handles are best on that kite but I know some people are set on a bar. The PL bar as well as ozone, flexi, prism bars will all work on this kite as
well. Any quad line bar will be fine. The HQ x-over bar or ozone turbo bar would be best as they put in some brake input on turns.

I may be wrong..but I think I had this scout on a bar and it was a 3 line.. the brakes connected up top..it was fine to get going but I think it
needed handles and 4 lines in retrospect..felt that about my blade too...and I was right

Little more information.
I have a Dirt surfer and am getting pretty good at riding that. I am setting it up so I can either kite with it or wind surf with it. I want a kite
that I can land sail, snow ski/board and possibly get\build a ice rig or buggy later. but Next summer I want to learn how to kite board with a
different kite.
Question is it hard to switch back and forth from bar to handles? Or do you stick to one type?

disconnect lines from the handles and connect them to the bar. Takes about a minute or so. At first you will might need to make some adjustments to
the leader lengths on the bar, but once you dial that in you will just connect the lines to your adjustment knots. Easy peezy!

handles are going to fly good. The bar is going to suck. This size hornet is going to be slow on a bar. The smaller 2 and 3m are not bad because the
kite is quick enough. But if you are going to park and ride with the 5m then the bar will be ok.

Thank you for all your patience. I decided that I will keep looking for one that is set up the way I want. I still would like to have this one, but
I only have enough pennies for 1 kite at the moment. Still need harness, helmet, and what ever else I need to go this winter.
