Holy freaking crap! They got lofted up on top of a 40 story building? How is that even possible? That is insane... I really feel like that had to
be a tandem paragliding accident, because I don't know how you can put two people on the same reasonably sized kite and loft them THAT high. Was this

Yeah, they were tandem paragliding and crashed onto a building. The news got it's facts wrong. I only hope no kitesurfing bans followed as was the
case in the UK when a kitesurfer hit a kid and they banned kite buggying at that beach.
