There's a kite festival this saturday at the Texas City Dike. I'll be down there. You might want to check out the the crowd. Chris Schultz from HQ
Kites will be there with his kites also. I've been meaning to get the local kite buggy crew down to Galveston also , maybe in a couple weeks.

You asking about Galveston area?? Go down past galveston to San Luis Pass ( about 30 miles away from town on oppposite end of island ). This is an
open area that is large so if they beach goers hog the area near the water , you still have a large area to buggy in.
Wind is not great in the summer but is steady during the afternoon. Bring a large kite. I use 15m to 18m arc. Basically the wind will be around 10
to 12 mph most of the time. It's suppose to be good this weekend .. around 12 to 15 mph. Plenty to kitesurf and buggy with. Give me a ring if you
go during the weekday , I might be able to join you down there.

What's wrong with the water Susan?

A lot of bacteria in the water on the gulf coast. I would do a search and find out what the water quality is where you plan on getting in the water.
