I live in Newark, DE and am a kiteholic 
There is NJBuggyClub.com and we gather
at Wildwood beach @ NJ for kite activities, including buggying, landboarding or kiteboarding.
Actually, I am going kiteboarding this weekend if you want to hook up. - Brian
