I have recently found myself transplanted next to a beach with a long off season for being in the water with a kite. So I have been really getting
interested in the buggy aspect of kiting.
However I pretty much have my budget tied up in my present quiver of inflatable bow kites. Is it a silly idea for me to buy a buggy thinking of using
these kites, or should I just start saving up for some foils?

your inflatables will work just fine ...but keep in mind that you will be on land and the little unexpected touch down could damage the bladders

Inflatos are power kites and will pull you just fine. However they are easily damaged and poped like a ballon by sticks, twigs, thorn bushes etc.

depending on your quiver
unlike water, a buggy don't need X amount of wing to move on land as it requires a kite board to move through water
just about what ever you used on H2o {say a 12m} you'll only need 1/2 that{like 5 or 6m} for a buggy

If you are comfortable enough with your Bows that you are rarely crashing on water then go for it !
As mentioned you won't be dealing with as much power so odds of crashing are reduced. Add the insentive to avoid puncture and you won't drop kite much
on land anyway. You already launch and land on land ! Depending on the make, many Bows like Best and Ocean Rodeo are built beach tough and pretty well
suited to land. 
You may still run in the the issue of needing enough wind for the Bow to actually fly right ? As soon as it does you have enough power to buggy !
You may want to take your very 1st buggy runs with a kite you don't mind crashing but you will pick up on the buggy very quick !
