Don't know why not! Of course, you will only go mostly downwind. Make sure the opposite shore is not too far away or that you have a ride back to where you started (not to try in the ocean).

One prob... the kite may lift you up out of the inner tube if a gust comes along. You may want to use an ankle leash so that you don't get separated.

Thanks the leash is a good idea.when I get my kite this madnes may stop.
