Kiting in Madison? Am I nuts?

First week of April I'm headed up to Madison, Wisconson for a few days for a conference. I probably don't have time, it's probably a stupid idea, but when I saw the average wind data for April I have to ask, is it worth taking some kite gear? Are there good buggy venues near Madison?
