Unfortunately conventional boards only run on the hard pack.
Our hard pack is also a bit too soft but I can work it. You need a larger kite. Once moving, keeping moving is a bit easier so a fast downwind start
is helpful.
Larger / wider tires will also help.
Buggies are better in these conditions. IMHO ?
We live on the coat but must travel to hard pack. Vancouver Island blocks the large waves that do the work.
