So you need a street legal kite buggy?
A bicycle is street legal in the entire US of A. Are they not allowed on the hard-packed sand roads of Washington state? How about you add some
reflectors and a disk brake to a kite bike, then tell the pop-po it's a push bike? If they ask about the kite you can tell them it's your "safety
flag".

Well it is real simple, let me tell you what the wording is in the WAC.
"A wheeled, wind driven, recreational vehicle is not allowed."
Now the beaches in Washington are State Highways, so you have to have the vehicle more or less, licensed to travel the highway. Now don't ask about
the mopeds, the horses, the bicycles, and all the other stuff, because it doesn't matter.
Bottom line is, if it has wheels, and it is powered by the wind, YOU CAN'T DO IT ON THE BEACH.(I found a loop hole in the law but the time and cost
would soon remove the fun of shoving it down their throats).
THIS IS WHAT EVANS AND A FEW OF US HAVE BEEN WORKING ON TO CHANGE THE LAW SOME HOW.
