Before the video started playing, I could tell that that was the pier at Huntington Beach (location for the yearly unofficial Kite Party).
Part way into the video, I thought.... that must be Dave (Shenkman), the owner of the Kite Connection. His userid on the GWTW forum is RevGod.

Sam, go do your thing and find the video from the Kite Party where the guys with the revs spelled out K P with their revs. Revs are cool.
