I am planning to make a pair of DoomWheels. Could I use 1/2 x 1/2 steel angle iron for the rails? It should be very stiff and not flex at all.

This would not work if you use scooter wheels with 1/2 inch axels. You need something wide enough to allow for the axle holes.
