NAPKA Web Page Update

Things have been slow on the NAPKA front but it seems the web page has been updated a bit. The graphics have a nice new look. I don't know what else has changed yet.

Yes, I have been trying to get it finished up. New log in information will be sent out soon I hope.
Having some issues slowing me down unfortunately. But should be full running soon.
