Are there any good spots to buggy in northern New Mexico?

I used to drive through the Tex panhandle to Colorado on a regular basis crossing through the northeastern tip of New Mexico. I would always stop near the base of an historic volcano site and fly sport kites in the range along the highway. I don't remember the name of the nearest town, but it could easily be found on a map. Problem is, this is ranchland owned by somebody. You would need to get permissions for such a place, but it would be fine for buggying... miles of flat, open, rolling range (and a couple cows).
