I recommend Peter Lynn's C-Quad for a cheap kite to surf with.

The kite is single skinned so won't get waterlogged.
Relauncing can be promblematic, but the upside is that the kite is less likely to stall.

The real bonus is the price. You get much more power for your money than with other kite.
