Yeah, kites powerfull enough to pluck you out of the water are dangerous without proper professional instruction. It is a big investment for
everything you need and it's easy to get the wrong stuff. An instructor will help you with that.

lessons for sure but theres no substitute for some good ole land flying prior.

choose the right spot for beginners
shallow water
on shore or on-side shore winds
stable winds if possible
not too much waves
practice body drag a lot
and yup take lessons, they will teach you a lot of stuff about security that you will not have thought of
