can you ride a 16 m bularoo with a 2006 45 cm best bar

HI.

As long as the bar is a 4 line Waroo or Bularoo (SLE bar) and not the C kite bar you should be OK. I use the 45 on my 12 meter and it turns fine. On a 16 you might have to work it a little harder to get it to turn fast.

sure a 45 cm best bar (SLE) will work on a 16m but keep in mind the 55cm bar is recommended for 13 meters up..............................

Yeah on a bar that small, a kite that big is going to turn pretty slow. 55cm is the way to go for bigger kites. You might also have to do some tuning using the steering/back line knots on the kite to get it to behave/turn properly.
