What about at Honeyman? Vehicles have to stay pretty far from the main day use area/lake. Like 200-300 yards at least, I think.
When I have been swimming there it was always really gusty, but my wife says she spotted someone flying on the dunes one day so who knows.

That would be a fun trip. I'm thinkin though with as soft as that sand is that it would be pretty well limited to downwinders. But that's not a
tough work around. I'm game

The best time I have gone was a couple very cold days after a rain that froze the sand to about the consistency of concrete.
Other than that very rare occasion off season is best due to the lack of tourons (tourist/morons).
There are some hard flats that you can work your way back up wind on then go back into the dunes for another down-winder.
