PL Folding Buggy - Need part

I have an older model PL Folding buggy that needs a part. I've attached a picture because I don't know exactly what it's called (swing arm???).

Any one know where I can get this part and how much it is?

BTW, blue arrow is the welding fix...Red Arrow is a little crack that is starting underneath. Unfortunately, I didn't notice it until after I came back from having it welded : (

Any help would be greatly appreciated!
