They are for the safety. You attach your leash to the ring that the flying line is attached to and when you release the chicken loop, you are holding
the kite by that single line on the ring. This is called "flagging" the kite on that line.

The safety is necessary. It would be irresponsible IMHO to fly without a means to control the kite if you have to eject it. The picture of what Todd
showed is one of many ways to set up that part of the bar and may or may not include the safety.

No, then you would end up flying the kite off two front lines instead of the kite flagging out and de-powering.
And with a safety set-up, when the bar is released, everything needs to slide at least the distance equal to the width of your kite so it will
completely flag. some people use a safety from a different kite set up and they may only slide a few feet and it just puts the kite into a spin
without being able to grab the bar again for control.
