I am not sure if they will let you buggy on east beach on weekends. In the past during the summer when the beach is packed we were not allowed. If you go down to the west entrance to the payed beach you can park and buggy there on the public beach.

I heard about that so I called the galveston county Sherriff's office and they told me that they did not have a municipal ordinance against it. They just do not want anyone flying through all the people and around the building. I guess some were not being very safe or smart.
I told them that I am a police officer too and will be going to kite buggy at east beach soon. They did not seem to have a problem with it.
I am sure if anyone comes out to join me we should not have a problem if we stay away from the people.
