Basically any field you can get permission to be on is fair game...
All the fields up here that I've kited on on the last few days are ok...
The base is not great? But with a snowboard or ski that can get beat up, you should be all set!

The state/ my judgement would be to stay the lakes that are big.... Are not safe.... The .shallow or small lakes are ok but you're still on ice.

Wind forecasts don't look organized for the weekend but there should
be something somewhere!

The 29th is my birthday so I was planing on going out for my first real snowkite session ever. My parents said it was ok and then I checked the wind forecast. With a measly 8mph high for the day, it wasn't going to happen. Luckily on the 30th the winds are going to be in the high teens all day. I don't know where we are going yet. The feild I useually use is pretty small for kiteing and I'm not sure how thick the ice is on our local lake.
