Sure it will work if there is enough wind. Is it practical, NO.
I flew a Gin Eskimo open cell foil on the water for a few minutes once for giggles. In waist deep water/onshore wind so not much to worry about. If
the kite falls you're done and you WILL be swimming in with a big wet heap. Buy or rent a dedicated water kite, LEI inflato or closed cell foil, and
have no worries.
