I was thinking more like 5 myself. The 5m will definitely fly in 4mph winds. If it produces enough power for your surface in that wind is speculative.
It sounds like you have a super surface so ... 4 - 7mph. Low end depends on so much. Your weight, location, pilot skills etc..
Nice thing about the 5m is it's range . I think it is the most versatile FB . Once you are master of it you can use it into the upper teens and spank
it around to squeeze out a good low end.
