I agree with Pablo. Your young and that's a great time to learn, but if you want to see the 11th grade and continue on with the sport, get something
reasonable, with moderate lift and learn to fly the kite first.
Anyone can get air with a big kite in big wind but unless you know how to control the kite and work it, the landing is going to be awful and you risk
severely injuring yourself or others around you.
i wouldn't recommend you enter the sport with an E-Bay buy as you can't guarantee what you're getting and if its screwed up, you won't be able to tell
until its too late. Get a buster II or Radsail and hone your skills and have lots of fun then use that kite as your higher wind kite and get
something more aggressive later if this is something you want to do.
The kite you describe in your post will easily eat all of your funds leaving you boardless and only able to fly in very limited conditions.
