You might do better asking the UK forums. racekites.com and kitecrowd are popular.

You can fly static almost anywhere in the UK, nobody cares and if they do it will be very clearly signposted. Just go to the nearest and biggest park, playground, beach or school field and do your thing. In most places it would be a problem to use a buggy or board unless it's already been agreed.

You'll want somewhere big enough so that any trees, fences or houses are far enough away to not cause any turbulence. Hold your hand at arms length with your thumb extended like a hitchhiker, facing the wind. With the bottom of your hand on the horizon, check for obstacles taller than your thumb. These will cause turbulance and make it difficult to fly.

It's also fun to meet other people, so definitely follow RedSky's suggestion to check kitecrowd and get to know some other flyers as well.
