I saw that earlier this week. He is tethered not lofted.

Probably a boat or a winch or something like that. He is a better kiter than this guy.

I don't see how he's tethered..?

At one point he rises from about 50 feet , to 200-250 feet fairly rapidly. I don't know what tether line would allow such extension :puzzled:

if you watch this different video posted on instagram you can see the linear splash at the start as the cable lifts out of the water and then again the linear splash as the guy starts to descend
