Harness to your body, seatbelt to the buggy, never kite to buggy. Powered unmanned vehicles are a no-no on most beaches. Kite to buggy gives you the opportunity to either get removed from the buggy or knocked out and end up with a powered unmanned vehicle. Car lapbelt, old airplane lap belt, Jon makes up a Velcro one that looks like it'll fit almost anything as well.
