Rules for using Ivanpah Dry Lake


The rules for using Ivanpah Dry Lake apply to everyone who enters Ivanpah. We will be using the East side of the lake. This year everything you bring in you are responsible for bringing back out, there will be no dumpster. Put your trash in a bag everyday and bring it back to your room.

STIPULATIONS FOR IVANPAH DRY LAKE FY 2008
ACCESS
1.
Access on the east side of the dry lake is from the north entrance only ─ adjacent to the south side of the shopping mall. The preferred access to the west side is from the north ─ behind Whiskey Pete’s Hotel.
2.
If any visible signs of water are on the playa or access road, DO NOT ENTER the area. If upon entering the access road your vehicle leaves tracks--go back. The only exception is if there is a small amount of water in the deep ruts ─ you may proceed, but do not drive in the ruts.
3.
All staging and camping activities shall occur within the area designated for these purposes. The perimeter of this area is delineated on the ground by fiberglass posts. No motorized activities are authorized beyond the confines of the staging/camping area. The only exceptions are for the purposes of retrieving non-motorized vehicles that are stranded due to insufficient wind, mechanical failure.
4.
All motorized vehicles shall not exceed 15 mph when within 50 feet of a campsite, animals, or pedestrians (38310 C.V.C) or faster than is safe conditions (38305 C.V.V.)
IN CASE OF WEATHER
Ivanpah Dry Lake is a very valuable resource that has been set aside for the smooth quality of the playa surface for non-motorized recreational activities. Vehicles sailing on the surface of the playa, or motorized vehicles driving on the access road while wet, will cause damage to the surface that will take the wind and water years to repair. Therefore, it is imperative that users of the dry lake keep a close watch on the weather prior to their arrival as well as listening to weather reports throughout their visit.
5.
In the event of a light rain during the activity, the authorized user must cease all activity on the lake playa and leave until such time that the surface is dry and the weight of the non-motorized vehicles will not leave impressions in the playa. The user is requested, although not required, to refrain from leaving the staging/camping area until such time that the access route is dry and can support motorized vehicles without damage to the route.
6.
In the event showers are predicted or look like they will be more than a quick light rain, the authorized user should leave the dry lake with all their equipment as quickly as possible, before it starts to rain!
CONDUCT
7.
Stay at least 50 feet from the vegetation/shoreline.
8.
Parents and/or other adult supervisors shall be responsible for ensuring that minors know and follow the stipulations.
9.
Small campfires are permitted in a fire pan, stove or grill. Ashes should be taken with you when you leave.
10.
The authorized user shall have this authorization with attached stipulations and site map in his/her possession throughout the period of activity on Ivanpah Dry Lake. Members of a party in separate vehicles should also understand and have a copy of these stipulations in their possession.
11.
Mineral claim stakes, well casings, and other potential hazards occur on the lakebed. Proceed with your activities with caution.
12.
The authorized user will complete and return after use reports to the Needles Bureau of Land Management office at 1303 S. Highway 95 Needles Ca. 92363 no later than 1 August to be eligible for a permit the following year.
13.
Leave No Trace Principals should be followed at all times. (See LNT Principals on page 2). For more information on LNT, go to www.lnt.org.
14.
The use of piloted aircraft (i.e., take-off, over flights and landing) is prohibited.
15.
Access via Yates Well or from the southern lakebed area is strictly prohibited (applies to the east side).
16.
Disposal of "black water" is strictly prohibited.
17.
Disposal of grey water or other water to discard (e.g. water from ice chest) is discouraged on the playa surface.
18.
Permanent markers, digging, trenching, or other such disturbances to the lake's surface or improvements are not permitted.

19.
This authorization does not authorize the permittee to cross over or use any private land. The permittee is fully responsible for trespasses on and/or damages to private or public land, resulting from the permittee’s activity. It is the permittee’s responsibility to obtain permission from the private landowner to cross private property.
20.
No person may, without authorization, excavate, remove, damage, or otherwise alter or deface any historic or prehistoric site, artifact or object of antiquity located on public lands.
21.
The desert tortoise is listed as a threatened species. Handling or harassment of tortoises is prohibited as a result of its protected status. Check for tortoises under any parked vehicles before moving any vehicles.
22.
Commercial or competitive activities, which require a special recreation permit (SRP), are not authorized under this Casual Use Permit. For more information on SRP’s, please visit our website at http://www.blm.gov/ca/st/en/prog/recreation/recpermit.html
LEAVE NO TRACE PRINCIPALS
Dispose of Waste Properly

Pack it in, pack it out. Inspect your campsite and rest areas for trash or spilled foods. Pack out all trash, leftover food, and litter.

Deposit solid human waste in cat-holes dug 6 to 8 inches deep at least 200 feet from water, camp, and trails. Cover and disguise the cat-hole when finished.

Pack out toilet paper and hygiene products.
Leave What You Find

Preserve the past: examine, but do not touch, cultural or historic structures and artifacts.

Leave rocks, plants and other natural objects as you find them.

Avoid introducing or transporting non-native species.

Do not build structures, furniture, or dig trenches.
Minimize Campfire Impacts

Campfires can cause lasting impacts to the backcountry. Use a lightweight stove for cooking and enjoy a candle lantern for light.

Where fires are permitted, use fire pans, or mound fires.

Keep fires small. Burn all wood and coals to ash, put out campfires completely, and pack out your cooled ashes.
Respect Wildlife

Observe wildlife from a distance. Do not follow or approach them. If a tortoise should wander into the use area, all participants will avoid the tortoise until it has moved out of harms way on its own accord.

Never feed animals. Feeding wildlife damages their health, alters natural behaviors, and exposes them to predators and other dangers.

Protect wildlife and your food by storing rations and trash securely.

Control pets at all times, or leave them at home.

Avoid wildlife during sensitive times: mating, nesting, raising young, or winter.
Be Considerate of Other Visitors

Respect other visitors and protect the quality of their experience.

Last year we were required to have a copy of the BLM permit at each vehicle. Does the same apply this year? If this has already been covered: OOPS, I haven't read things as thoroughly as I usually do....
