rockville buggy seat

Just received my new (to me) Rockville buggy. Does anyone have one that could tell me how the seat straps are supposed to be connected? It seems to have more straps than buckles and I don't know which ones to hook up and which to not.

I had the best luck when I turned the buggy upside down to get the straps really tight.
